2008
Global Citizenship Programme
Global citizenship goes beyond knowing that we are citizens of the globe, it is a way of thinking and behaving. It is an outlook on life, a belief that we can make a difference and make the world a better place. Young people are growing up in an increasingly global context. Many will live, work and study alongside people from all over the world. More and more people are traveling for work or for leisure. All forms of culture are shaped by global influences. Each decision we make as professionals, consumers or voters has an impact on global society. To understand the nature of citizenship, young people need to learn about their position and role in relation to the world in which they live. They also need to develop the skills that will enable them to participate fully in society at a local, national and international level. |

The Dragon Global Citizenship Programme 2008
The 2008 Global Citizenship Programme, initiated by The Dragon Foundation
and managed by the Institute of International Education (IIE), will have sixty
participants this year. There will be two 8-day programmes, in Geneva
from 6-13 June 2008, and in New
York from 20-27 June 2008. Thirty participants will attend each
programme.
The programmes will be preceded by a commissioning ceremony and pre-tour training in Hong Kong. The general programmetheme is Ethical Interdependence and the tours will include visits to non-government and international organizations in Geneva and New York.
The sub-theme of the Geneva programme is Ethics and International Organizations, and will focus on the history and development of international organizations in Europe and the importance of ethics for their work in the 21st century.
The sub-theme of the New York programme is Ethics, Creativity and Innovation, and will place emphasis on the realization of creativity and innovation in solving contemporary urban challenges and the influence of ethics on related issues.
The programmes will be highly interactive, giving participants the opportunity to hear at first-hand the views of prominent international figures, to collaborate on group projects and/or participate in hands-on, real-time stock market simulation exercises. They will gain experience through participatory learning and role-play before presenting group projects or investment strategy portfolios to peers on the last day of the programme. There will also be time for sightseeing and cultural activities.
The Programme is open to all undergraduate students of Chinese origin studying full time in the recognized universities of Hong Kong. Complete nominations must be received by IIE Hong Kong by April 18, 2008.
The Dragon Foundation is the organizer of the Global Citizenship Programme. It has commissioned the Institute of International Education (IIE) to manage the Programme.
Who
will make up the Delegation?
30 young student leaders will attend each programme.
What
are the eligibility criteria?
Full-time Chinese undergraduates students from any recognized university
in Hong Kong are eligible for nomination by their universities. There is no
restriction on field or year of study. Applicants may apply for either the Geneva
or New York programme (not both) and indicate their choice on the nomination
form. Participants are required to submit a group
report and participate in report / sharing sessions on their return to Hong
Kong.
How
will participants be selected?
Local Hong Kong universities are invited to nominate outstanding students
with demonstrated leadership skills. A Selection Panel, consisting of distinguished
academics, professionals and Directors of The Dragon Foundation will be set
up.
The Panel will look for candidates with exceptional academic grades and awards and achievements in sport, the arts, music or other activities. They must also have a record of leadership on campus or in their community, as demonstrated by extra-curricular activities and community service.
Candidates
must submit an essay in English explaining their reasons for applying for the
programme, how they define ‘Ethical Interdependence’, its significance to world
development and the average individual, and what they expect to gain from the
experience.
What
are the fees?
Selected students will pay a nominal fee of HK$5,000 for the week in the
United States or Switzerland. This fee includes a contribution towards airfares,
local transport and travel/medical insurance, meals, accommodation and other
programme expenses as stated in the final itinerary. Selected participants must
cover fees for visas and other personal expenses themselves.
What
are the Nomination Procedures?
Students/Nominating Faculty should return the completed nomination package as
instructed by their Student Affairs Office. PLEASE
DO NOT STAPLE DOCUMENTS OR FORMS.
Universities should return a completed nomination form signed by the nominee with his/her essay in English and copies of documentary evidence (where appropriate) to:

The Selection Panel, whose decisions are final, will consider all nominations and nominees will be informed of the results in May. Each selected nominee will receive an invitation letter outlining the terms of their participation to the 2008 Global Citizenship Programme. Upon signing and returning the consent form, they will receive briefing materials and a support letter from IIE, which will facilitate applications for US /Swiss visas, if required. The Secretariat of The Dragon Foundation and staff of IIE will be available to assist the participants throughout the pre-departure process and will accompany them throughout their stay in Switzerland /USA.
The
Dragon Foundation
The Dragon Foundation was inaugurated in February 2000 with wide community
support as a joint initiative of the Home Affairs Bureau and Home Affairs Department
of the Hong Kong Special Administrative Region Government and The Hong Kong
Federation of Youth Groups (HKFYG). It is incorporated under the Companies Ordinance
in Hong Kong and the Secretariat is administered by HKFYG. It is a non-profit,
charitable organization with a long-term commitment to nurturing young people
of Chinese ethnicity worldwide as tomorrow’s leaders.
The Foundation runs a series of programmes to forward its mission. Young Chinese leaders from around the world are provided with opportunities to meet, explore topical global issues and exchange ideas, thereby building a network among themselves. A lecture series for youth leaders is organized, in which prominent figures of international repute are invited to share their experience and expertise with young leaders in Hong Kong. The Dragon Foundation also organizes visits and exchanges in order to establish a solid network among youth leaders, thus creating synergy which can lead to social improvement. Training and workshops are held for young Chinese people to stimulate them as future leaders.

Institute of International Education (IIE)
